Since 1986, Inland Technical Services has provided independent commissioning, testing and balancing, integrated systems testing, and O&M documentation for healthcare, institutional, commercial, and complex building projects. Our role is to verify how systems actually perform in the field, document the results clearly, and support owners and project teams through practical, hands-on verification.

Built in the Interior of BC. Trusted Across Western Canada.
Inland Technical Services was founded in Kamloops in 1986 by Henry and Vickie Pejril. What began as a testing and balancing firm serving the Thompson Okanagan has grown into an independent building systems verification practice with offices in Kamloops and Kelowna.
Our services now include testing and balancing, building commissioning, integrated systems testing, O&M documentation, recommissioning, monitoring-based commissioning, and ongoing commissioning support.
Healthcare has been a major part of ITSL’s work for decades. Our team has supported hospital projects, long-term care facilities, clinical buildings, medical office buildings, and phased renovations in active healthcare environments. That experience has shaped how we approach coordination, documentation, field testing, owner communication, and closeout.
Since taking ownership in 2020, Luke Buis has continued ITSL’s focus on independent, field-based verification while expanding the firm’s commissioning, healthcare, recommissioning, energy optimization, and CAN/ULC S1001 Integrated Systems Testing services.
ITSL does not design or install the systems we verify. Our role is to measure performance, test operation, and document findings. From there, we identify issues and support resolution for owners, consultants, contractors, and facility teams.
Our technical strength comes from the field. Many of ITSL’s commissioning providers have testing and balancing experience, giving our team a practical understanding of airflow, hydronic flow, pressure relationships, controls operation, system readiness, and the roadblocks that affect commissioning and closeout.
Luke Buis is Past President of the BCxA Western Canada Chapter and remains active on the chapter board. He also serves on the SICA Board of Directors and has contributed to CSA Group technical subcommittee work related to CSA Z5000 and CSA Z5001. ITSL’s team includes LEED AP BD+C, AScT, P.Eng., ACP, commissioning, TAB, controls, electrical, mechanical, O&M documentation, and building operations experience.
ITSL is also a BC Hydro Continuous Optimization Program approved service provider and a ULC-certified provider for CAN/ULC S1001 Integrated Systems Testing.
1986
Founded in Kamloops
Henry and Vickie Pejril establish Inland Technical Services as a testing and balancing firm serving BC’s Interior, with O&M documentation support included from day one.
2009
Commissioning and LEED Program Expands
ITSL begins building out its commissioning and LEED-focused practice, broadening the firm’s services beyond its established TAB roots.
2011
First Major LEED Gold Project
Commissioning and TAB for the UBCO Health Sciences Building helps establish ITSL as a specialist LEED commissioning provider in the Okanagan.
2020
New Ownership
Luke Buis acquires the firm after 10 years as TAB and Cx provider, continuing ITSL’s independent practice and long-standing client relationships.
2024
UL Certified for CAN/ULC S1001
ITSL becomes a UL-certified provider for integrated systems testing.
2024
Largest Project to Date Begins
ITSL begins commissioning on its largest project to date, a major hospital development valued at approximately $1.5 billion.
2025
BCxA Western Canada Chapter President
Luke Buis serves as President of the BCxA Western Canada Chapter.
2026
CSA Z5000 and Z5001 Released
New Canadian standards for commissioning energy-using systems and existing building commissioning are released, with Luke Buis contributing through the CSA Group technical subcommittee.

Inland Technical Services performs its work in accordance with applicable industry standards such as NEBB, AABC, and the BCxA.

Independence
We provide objective verification on behalf of the owner. ITSL does not design or install the systems being tested, allowing our team to focus on actual system performance, clear documentation, and practical project outcomes.
Technical Excellence
We test thoroughly, document clearly, and track deficiencies through to resolution. Our process is built to support consultant review, owner acceptance, AHJ review, and long term facility reference.
TAB Cross Training
Our commissioning and IST teams are supported by decades of TAB experience. This gives our providers a stronger understanding of airflow, hydronic flow, pressure relationships, smoke control, pressurization, and the real field conditions that affect integrated system performance.
Field Presence
With offices in Kamloops and Kelowna, ITSL stays close to the work throughout construction. Our team is available for planning, coordination, field testing, deficiency follow up, and final verification across BC and beyond.
